The Apple Developer Program supports two tiers:

  • Individual

  • Organization

Per Apple's terms and conditions for WWDC23:

Legal guardians of developers under 13 years of age in the United States or the equivalent minimum age in the relevant jurisdiction (for example, under 16 years of age in the European Union) may request permission for their child to apply by sending an email to (see below). Permission may be granted at Apple's discretion.

The email address is swift student challenge @ apple .com. without the spaces. (For some reason I can't send the reply without the spaces)

So you may have a chance of entering if you send an email! You would not be the first to attend as a person under 13 years of age either, as there have been previous winners like Ashwat Prasanna who attended when he was only 11!
