Inappropriately blocked account, can't contact Support

Something very strange happened.

I am a developer with an app of my own I would like to publish, as well as an app for my client.

My client and I both contacted customer support. First they told my client they could add me to his account, which they did (on some level...), but I couldn't upload the app for him to test on his phone. So, I called customer support and they told me the the client needs to upload the app himself, which is fine.

However, afterwards I went to renew my own membership (it's been 10 years since I had an account and that was just while learning - I never published) and it seems the support agent blocked my ability to re-enroll as well as my ability to request phone or email support, which is just crazy.

My conversation with the support agent was very polite and professional and I conveyed his exact comments to my client, so there's no reason why adverse action should've been taken against my account.
