Renewal issues: How to escalate within Apple support?

My boss renewed his Apple Developer subscription a few months ago via the app. His credit card was charged and the app correctly shows an expiry date of April 2024. But AppStoreConnect keeps saying that it expired in April 2023 and there is no option to renew. It's like one part of Apple's system knows we have renewed, but another part of Apple's system thinks we're expired.

Some things still work. Customers can download our app and make in-app purchases. But our developers can't submit app updates or release to TestFlight. And we're blocked from transferring the app to another account.

We contacted Apple Support 6 weeks ago, and they keep saying their engineers are looking into it and understand the urgency, but that we need to be patient. In the meantime, our developers haven't been able to do anything for 6 weeks and so now we've had to tell them to find other work, because we have no indication of when Apple will fix this.

Just wondering if anyone else has had an issue like this and how it got resolved? Or if anyone has advice on how to escalate things within Apple? People's livelihoods are on the line and suffering, but for the last 6 weeks we've just been told to "be patient".
