I'd like to be able to go back to past posts like https://developer.apple.com/forums/thread/711532 and improve them. For instance, in the aforementioned, the formatting is poor because I didn't know of Markdown at the time, yet the post's topic of discussion remains unsolved, so I'd like to improve it so that it might gain some more traction.

True, but there are other approaches you can take:
If the thread’s title is just completely wrong, start a new thread with the new title. Feel free to link to the new thread from the old thread.
If the initial post’s body is missing something, just post a reply with the details that are missing.
DevForums isn’t really focused on crafting the ‘perfect’ question, but rather an conversations.
