Is it possible to build an app that has access to notifications?

I'm looking to build an app that can read the text of notifications (i.e the sender and body of whatsapp messages, sender and body of emails etc..) is this something possible within iOS?

I doubt it; that would be a privacy nightmare. No app should be able to see notifications from other apps.
