How to generate campaign if my app store connect analytics says 'Not enough data'

If my app store connect analytics page shows Not enough data, I'm not able to open a generate campaign dialog. I wonder if there's a way to get the provider token for my campaign link?

I wonder if there's a threshold of app downloads needed? I've gotten 4 downloads(!) but I can't create a campaign (link/id) either
