Apple Support Not Responding when trying to enroll into Apple Developer Program

It has been a month I have been trying to enroll into Apple Developer Program. I have tried enrolling to developer program at least for 15+ times and Contact them 20 times. I only got one email from Apple Support. I replied them but I didn't get any response. I have required payment on my dollar card and Same dollar card is used on Facebook , AWS for Billing. Those platform are actively using my dollar card for billing.
