No support from Apple regarding payment for Developer Account

Hello, A few weeks ago I paid 99$ to open a developer account so that I can publish an app on the app store. The registration screen said it will be handled in 2 days. 2 weeks passed. nothing. Then I tried again, and again was told it will be handled in 2 days. Nothing again. Then I send a msg trying to open a case to undertand what is going on. Nothing.

I am outside of the US. Is it impossible to get any help, response, or resolution or reply whatsoever from Apple?

What is going on? This is absurd.

Would appreciate if someone ran into this issue and knows what to do. Thank you
