ERROR We are unable to process your request. An unknown error occurred.

This error is appearing since 3 weeks and i could not solve it even by reading apple support!

Can you please help me to figure out how can i create an apple developer account and avoid this error
Error
"We are unable to process your request.
An unknown error occurred."
